Shivraj has several years of hands-on experience in various roles across the construction process including architectural technology, development planning, and project coordination. His background in design and construction management gives him a well-rounded perspective and enables him to contribute effectively to all phases of development. Shivraj is particularly passionate about the predevelopment phase of development projects, with a focus on feasibility analysis, research, site planning, and design. 

As a graduate of the Master of Architecture and Construction Management program, Shivraj has maintained a strong interest throughout his education and career in affordable housing and fostering community involvement in the development process. He is especially interested in understanding the needs of community members and designing spaces that are equitable, inclusive, and livable.

A recent graduate of the Community Design and Sustainability Honours program at Dalhousie University, Bella brings a strong foundation in planning, sustainability, and community engagement to her current role in development. Prior to joining City Spaces, she worked part-time as a Planning Coordinator, where she gained hands-on experience conducting feasibility studies, producing land use research, and facilitating public engagement initiatives. communities.

Bella is passionate about affordable housing, land development, and fostering inclusive communities. With a deep interest in driving social impact through sustainable design, she is eager to contribute innovative, forward-thinking solutions to the development sector. Her interdisciplinary background allows her to approach projects with a hollistic perspective, aiming to create lasting, positive change in both the built environment and the communities it serves.

As an Assistant Development Manager at CitySpaces, Dani supports and coordinates all phases of development consulting projects, from concept and feasibility to completion and closeout. With experience working locally in the non-profit sector, as well as internationally in municipal governments and the public sector, Dani brings a diverse perspective to her work. Her background in architecture and urban planning informs her understanding of how built environments impact individuals and communities.

Dani’s dedicated and thoughtful approach to projects and client relationships is driven by a deep desire to promote positive change by addressing complex urban needs.

Talia is passionate about design that fosters connection. She advocates for accessibility and user experience, ensuring that every CitySpaces project is clear, engaging, and inclusive. From high-level concepts to the smallest details, Talia brings a creative eye and a collaborative spirit, helping projects resonate with clients, interest-holders, and communities alike.

Her work includes creating reports, engagement materials, and project branding that transform complex ideas into visuals that inspire understanding and action. As Manager of Development and a Director at CitySpaces, Spencer is an experienced development consultant and community planner with over twelve years of experience leading and supporting community planning, consultation, and development projects for institutional, non-profit, and government clients. His recent work includes leading the CitySpaces Development Team, acting as project manager and owner’s representative for pre-construction and construction of non-profit housing projects, and leading affordable housing feasibility studies, strategic planning exercises for non-profit organizations, and targeted studies on municipal tools for providing affordable housing options.

Spencer is a strong leader with the ability to manage complex projects through their entire life-cycle, generate partnerships through compelling funding applications, and support organizations with strategic planning for their project portfolio. 

Since joining CitySpaces in 2002, Shelley has contributed her wide range of skills to countless projects over the years. With a background in the non-profit sector, Shelley brings that unique lens to her current role as a Development Coordinator, focusing on efficiency, affordability, and accessibility for clients and the communities they serve. She provides support and coordination for all phases of development consulting projects – from concept and feasibility through to completion and closeout. With professional experience in graphic design, writing, editing, graphic facilitation, and administration, Shelley contributes her breadth of skills to many of our other projects, including business cases, concept plans, facilities planning, Indigenous processes, visioning processes, and housing needs assessments, among others.

From early project visioning through to construction coordination, Sarah has experience with multi-family and mixed-use projects across British Columbia, including below-market rental housing, master-planned communities, and community-serving spaces.

She has led and supported projects through municipal approvals, design development, and construction administration, working closely with municipal staff, consultants, non-profit organizations, and public-sector partners to advance development goals that reflect community needs and values.

With a strong commitment to equity and inclusion, Sarah approaches each project with thoughtfulness, collaboration, and intention, bringing an understanding of how well-designed built environments can support vibrant, inclusive communities.

Rachel is a marketing professional with over seven years of experience in marketing communications, content strategy, and digital marketing. She combines analytical thinking with creative insight and has helped organizations share their stories, connect with their audiences, and strengthen their brand presence through thoughtful, authentic campaigns.

At CitySpaces, Rachel advances marketing initiatives that showcase the firm’s expertise and impact of its projects, ultimately supporting CitySpaces’ mission of building lasting, livable, and inclusive communities.

From initial project analysis to official occupancy for the client, Oliver prides himself with the final product being a win for all parties involved. As a Development Manager with experience in a variety of asset classes and housing typologies, he can navigate and manage the complex discussions, project design and municipal approvals successfully.

With 10+ years of development experience working on projects within British Columbia, Oliver approaches every project with compassion, curiosity, and intention. He is a strong advocate for well-designed spaces, collaborative approaches to problem solving, and creating a positive environment.
