Project Overview
With support from BC Housing, Metro Vancouver engaged CitySpaces to conduct research and key informant interviews aimed at gathering expertise from planners, policymakers, non-profit housing funders and operators, the development industry, and legal experts. The focus was on evaluating the use and effectiveness of housing agreements as a tool to secure affordable housing. By sharing best practices and lessons learned from these collective experiences, the project seeks to build knowledge and capacity, enabling planning and policy practitioners across the region to confidently utilize housing agreements.
Key Highlights
Designed as a resource guide for Metro Vancouver member jurisdictions, the document supports the development and implementation of housing agreements within their communities. Organized into thematic sections, it presents research findings and best practices tailored for professionals involved in drafting, administering, or monitoring housing agreements. The Guide serves as a valuable capacity-building tool for both new and experienced planners.
The Resource Guide offers an overview of legislative and functional contexts, typical structures and scenarios, a step-by-step process, success factors, key considerations, common challenges, potential solutions, and sample agreements for reference. Its content is further enhanced by a legal review conducted by Young Anderson Barristers and Solicitors.
