Project Context

In 2023, the Province of British Columbia introduced sweeping legislative changes that created a monumental shift in the planning world, including removing detached housing zones in most communities. The Province partnered with the Planning Institute of British Columbia to develop and implement a Peer Learning Network to support local government staff across the province to understand and implement these changes.

CitySpaces' Role

The Planning Institute of British Columbia hired CitySpaces to organize and facilitate five regional peer learning events to discuss the new provincial housing legislation. Four of the events were delivered in-person across the province, with one virtual event.. To support these events, CitySpaces summarized the housing legislation into an easy-to-understand table, outlining the key changes to eight different topic areas:

  • scale-scale multi-unit housing;
  • public hearing prohibitions;
  • short-term rentals;
  • transit-oriented areas;
  • financing tools; and
  • requirements for:
    • official community plans;
    • zoning bylaws;
    • and housing needs reports.

Each event included presentations by local government staff and a municipal lawyer, followed by small group discussions. The group discussions allowed an opportunity for practitioners to share challenges, opportunities, and solutions regarding implementation of the new provincial housing legislation.

Impact

The events were well received, with speakers giving thoughtful and relevant presentations that provided advice, encouragement, and guidance on the implementation. While many participants were apprehensive about the monumental changes required in short timelines, they appreciated the opportunity to make connections and support each other to implement the changes.
