Project Overview
This project aimed to develop a high-level program identifying the infrastructure projects and services required by 21 local governments in northwest British Columbia. The final report outlines investment needs to support anticipated growth driven by unprecedented major developments in the region, including liquid natural gas facilities, port terminal expansions, transmission line upgrades, smelter modernization, mining exploration, and wind farm projects.
Key Highlights
As part of the project, our team conducted a thorough review of baseline documentation, including asset management plans, asset inventories, engineering and scoping reports, feasibility studies, master plans, capital plans, environmental impact assessments, and the Province’s major projects inventory. This review was complemented by in-person meetings with local government staff to gain deeper insights. We developed a summary of local government infrastructure and service needs, organized by asset category, including order-of-magnitude capital cost estimates and an overview of key issues and project types.
The process was complex, involving the preparation of a business case that considered accelerated resource development, job creation, and the potential community impacts of an influx of temporary and permanent workers relocating to high-growth areas.
Preliminary findings were shared with the Provincial government in advance of the 2019 Union of BC Municipalities conference, at which the the Premier announced forthcoming investments for these communities, directly influenced by our findings.
