Project Context

The District of Houston engaged CitySpaces to complete a comprehensive two-year project to develop a Housing Strategy and Implementation Plan, supported by the Northern Healthy Communities Fund. The project involved updating the Housing Needs Report and creating a detailed Housing Strategy + Action Plan. The first year focused on implementation, which resulted in the approval of 78 new affordable housing units, surpassing the community’s five-year housing need target. The municipality supported these initiatives by donating land and providing financial contributions to advance funding applications. Through meaningful community engagement, local partnerships, and strong municipal leadership, Houston was able to overcome rural challenges and achieve tangible outcomes. The community’s strategic, results-oriented approach serves as a replicable model for rural housing solutions.

CitySpaces' Role

CitySpaces completed the Housing Needs Report and Houston Housing Strategy + Action Plan through research, data analysis, and extensive community engagement. Our team conducted in-person and virtual engagement using focus groups, participatory workshops, pop-up events, youth and senior sessions, informant interviews, and online surveys. The project emphasized meaningful engagement utilizing a consensus-driven approach, which led to community buy-in and securing broad community support for housing funding applications. Residents and community experts had a central role in validating data and co-developing proposed solutions. The process fostered a shared vision and actionable strategies for local housing challenges.

Impact

By advancing two major affordable housing initiatives, Houston is set to add 78 new units for Indigenous families, seniors, and vulnerable groups, surpassing local housing needs projections. These projects will provide stability, reduce isolation, and support aging-in-place, all of which contribute directly to the community’s well-being. Strong partnerships and effective municipal leadership ensured swift progress, while a robust monitoring framework ensures accountability and sustained success. The community will benefit from expanded housing options, improved quality of life, and a stronger support network for those most at-risk of housing insecurity.
