In 2003, the “Amazing Possibilities” Victoria Inner Harbour visioning session was a day long program sponsored by the British Columbia Capital Commission (PCC), in cooperation with the City of Victoria and the Greater Victoria Harbour Authority (GVHA). CitySpaces assisted with the organization of the session, presented during the event and helped with the facilitation process.
Three major vacant and underutilized sites, comprising most of the southern and eastern frontages of the harbour, were the main subjects of the session. All the sites were partially owned by the PCC, the City and the GVHA, and all the sites had leases occupying portions of the lots. Because the sites consist mainly of fill, geotechnical and environmental issues were also considered, as well as the costs and safety implications to any development proposed for the properties.
