The City of New Westminster retained CitySpaces Consulting to support their internal team in preparing for public consultation on a proposed municipal cannabis regulation framework. With new federal legislation controlling the lawful production, distribution, sale and possession of non-medical cannabis expected to be finalized as early as summer 2018, CitySpaces worked with City of New Westminster staff to prepare for community engagement on the subject of municipal cannabis regulation. Specifically, CitySpaces was tasked with preparing presentation boards for public open houses that included consolidating federal and provincial directions on proposed regulations and legislation, presenting existing municipal cannabis regulations in other municipalities, and summarizing the City’s proposed regulatory framework.

CitySpaces focused its efforts on preparing easy-to-understand presentation boards to be used in public engagement activities with infographics and opportunities for public feedback. The presentation boards included a summary of federal and provincial jurisdictions and proposed legislation, research findings from other municipalities that regulate cannabis retail, business licenses, warehousing, and public consumption, and a proposed municipal cannabis regulation framework based on City Council direction.

The result was a set of communications materials that synthesized complex legislation and information in an understandable and engaging way, accessible to a variety of audiences. The City used these materials to prepare their cannabis regulation engagement with an online survey in addition to the presentation boards for open houses with local businesses and residents.
