Project Overview
CitySpaces prepared a comprehensive Housing Needs Report (HNR) implementing the new legislatively required HNR Method to estimating housing unit need, with innovative advanced analysis to estimate future housing needs by housing type, tenure, price-point, and bedroom count. The project ran concurrently with Official Community Plan and Transportation Master Plan updates, allowing our detailed assessment of housing need to be directly implemented into the community’s new long-range planning framework.
Key Highlights
Building on the 2020 Regional District of North Okanagan Housing Needs Assessment, the Housing Needs Report establishes a refreshed foundation to:
- Understand current housing challenges through updated analysis and status;
- Estimate potential housing demand in the coming years;
- Comply with new provincially legislated requirements for housing needs assessments; and
- Support an update to the City’s Official Community Plan with detailed housing information.
CitySpaces led the HNR process, with subconsultant rennie intelligence providing population projections to support both the Official Community Plan and Housing Needs Report. CitySpaces was responsible for all research, data collection, analysis, report writing, and the development of report graphics.
