CitySpaces led the development of four background papers to support Richmond’s Official Community Plan update. The papers focused on key themes: Social Equity, Resiliency, Adaptability, and Complete Communities. Our team drafted these papers, incorporating original graphic illustrations and character profiles to provide clear guidance and insights on how to integrate these concepts into the updated Official Community Plan and land use planning framework.
Key Highlights
The Social Equity paper emphasized Richmond’s unique opportunity to promote and embed social equity through land use and development decisions.
The Resiliency paper offered recommendations for incorporating resiliency into land use planning to help the municipality withstand, adapt to, and recover from various stresses and shocks, such as natural disasters, economic downturns, and social challenges, while protecting residents’ wellbeing and ensuring the city’s long-term functionality.
The Complete Communities paper provided guidance on integrating the concept of complete communities into Richmond’s land use framework, focusing on creating neighborhoods where residents have convenient access to housing, employment, services, transit, and public spaces.
Finally, the Adaptability paper addressed the municipality’s need to remain flexible in the face of a constantly changing world. Given the long-term horizon of an Official Community Plan, adaptability is essential for responding effectively to unforeseen challenges and emerging opportunities.
