Project Overview
BC Ministry of Housing and Municipal Affairs hired CitySpaces to develop the provincial policy manual for the new legislative authority for tenant protection bylaws, which involved collaboration among multiple provincial departments, as well as engagement with industry experts to gather feedback. The Policy Manual will guide the development of tenant protection bylaws to better monitor the impacts of redevelopment and enable municipalities to support tenants facing eviction from redevelopment.
Key Highlights
CitySpaces conducted a comprehensive review of new legislative authorities related to tenant protections, compiled existing tenant protection policies, and identified key issues and lessons learned from current practices. As part of the process, our team facilitated virtual engagement sessions with local governments, tenant advocates, and members of the development community.
The insights gathered through engagement informed the development of a final policy manual. The manual outlines the legislative framework for tenant protection bylaws and development approval areas, details steps municipalities can take to implement and enforce tenant protection bylaws, and provides practical examples for reference. It serves as a resource to help municipalities strike a balance between robust tenant protections and the viable development of much-needed market rental housing.
