Project Overview
The District of Houston hired CitySpaces, in partnership WATT Consulting Group and B&A Studios, to undertakedevelopment of the Houston Complete Communities Assessment. The Assessment evaluated Houston’s community completeness through four lenses: housing, daily needs, transportation, and infrastructure. The final report provides a comprehensive spatial analysis of land within the municipal boundaries to determine capacity for future growth and two proposed potential development scenarios. Each scenario emphasizes different forms of housing to meet the identified need and future demand, including an analysis of development potential and walkability. The Assessment will support the District to plan for identified housing needs, improve connectivity between key destinations, guide future growth, and inform decisions on specific developments or investments.
Key Highlights
CitySpaces conducted a policy and plan review across all four lenses to gather background information and existing community goals. Our team then conducted community engagement, including a meeting with Distrct staff, open house, youth session, and neighborhood walk. Following the development of a growth outlook for Houston and scenario mapping to accommodate housing needs, we developed policy choices and a comprehensive action plan with a monitoring framework and key performance indicators. The final Assessment provides two scenarios formeeting the demand for housing, daily needs, infrastructure, and transportation.
